As an unwavering stalwart of ICANN's obligation to honor its commitments under the bylaws to "operate to the maximum extent feasible in an open and transparent manner" I make it a point to read the minutes of its board and committee meetings in large part because I spent most of my three years on the ICANN Board trying to get these documents timely published. In reviewing the recently published IANA Committee minutes the following item caught my attention. more

The new gTLDs won't survive unless registries learn simulation techniques, the only way to understand how sales drivers interact. Some of the new gTLDs have done dismally. Registry critics, including insiders, blame high registration prices, limited supply, and restrictions on usage, competition, and marketing messages. But these drivers connect with each other. You can't talk about prices without talking about price-setting mechanisms and the number of registrations. more

Our vision is that it can unlock human capabilities and we are committed to working with all stakeholders to fulfill the Internet's development potential. To that end, next week in New York the United Nations will be convening an Expert Group Meeting on "Advancing a Sustainable Information Society for All". The Internet Society (ISOC) has been invited to participate to this discussion among other experts. more

The US Department of Commerce and ICANN announced today an Affirmation of Commitments. One of the important elements of that document was in section 4, namely that "ICANN and DOC recognize that there is a group of participants that engage in ICANN's processes to a greater extent than Internet users generally." more

Donald Trump recently issued an executive order banning TikTok on the grounds that it was necessary to deal with the national emergency he had declared in an earlier executive order. He says he is concerned that TikTok might turn user's "information such as location data and browsing and search histories" over to the Chinese government. Trump does not site evidence of TikTok having shared data with China and TikTok says they have never shared user data with the Chinese government... more
Popular media have recently reported a White House initiative asserting companies' "moral obligation" to limit the risks of AI products. True enough, but the issues are far broader. At the core of the debate around AI -- will it save us or destroy us? -- are questions of values. Can we tell AI how to behave safely for humans, even if in the future it has a "mind of its own"? It is often said that AI algorithms should be "aligned with human values." more
Outside of China, very few governments would expect a saving in spectrum costs would mostly go to investment. Corporations have other priorities, including advertising and executive salaries. Stockholders come above everything at most companies. Rarely would even 1/3rd of the saving go to capital spending. The U.S. under Trump had a massive tax cut, worth literally billions to Verizon and AT&T. Verizon actually cut investment. AT&T's increase in capex was far lower than the tax saving. more
When a service is constructed using diverse components, then the way in which service revenues are distributed to the various suppliers of the components of the service can follow a number of quite distinct models. There are various forms of revenue redistribution models where the revenue per transaction is distributed to the various suppliers according to their inputs to support each transaction. more
In a joint letter sent to ICANN on Monday, a group of non-profit organizations has opposed the removal of price caps in the .org Registry Agreement. more
On Thursday, March 17, 2016, a U.S. Congressional committee will hold a hearing on the topic of "Privatizing the Internet Assigned Numbers Authority" (IANA) starting at 10:15am US EDT (UTC-4). ICANN has released a set of guidelines to explain its Coordinated Vulnerability Disclosure Reporting. The guidelines serve two purposes, says ICANN: "They define the role ICANN will perform in circumstances where vulnerabilities are reported and ICANN determines that the security, stability or resiliency of the DNS is exploited or threatened. The guidelines also explain how a party, described as a reporter, should disclose information on a vulnerability discovered in a system or network operated by ICANN." more
