UN Internet Takeover Rumours Mask Bigger Governance Shortcomings

In recent months the Internet has been buzzing about the prospect of a United Nations "takeover" of the Internet, including responsibility for governance of the domain name system. The concern hit a fever pitch late last month when the U.S. Congress held hearings on the issue. A steady stream of technology companies and consumer groups expressed fears with potential U.N. and foreign government involvement and members of Congress pledged to take a strong stand against the takeover. more

Success Factors for New gTLDs Program

The success of the new gTLDs program depends on the actions of the winning registries and on ICANN's allocation policies for the second round of applications. A successful landscape would be dominated by only a few registries but would be less confusing for users. On Wednesday June 25th from 10-12am in the Sovereign Room applicants and key community members will debate what worked, what didn't and what's next for new gTLDs. The event has been organized by the RySG & NTAG as the first community led dialogue on the 2012 new gTLD round since 'reveal day' two years ago. Rather than have panelists deliver presentations, the session will be an open dialogue both between panel members and the audience. It is split into two fifty minute discussion sessions. more

Moving ICANN Meeting from Marakech Would Send the Wrong Message

Reports of the cancelation of the ICANN 52 meeting in the Moroccan town of Marrakesh appear to be exaggerated. My story begins in ancient times when dinosaurs ruled the earth. It was a time when you could download a movie onto your desktop computer through your 56k dial-up connection if you had a few days. Senate Appropriators Add IANA Language As House Requests GAO Study and Civil Society Opposes Shimkus

The Senate Appropriations Committee just reported out on June 5th its version of the Commerce-Justice-State Departments Appropriations bill for FY 15. In the course of its deliberations it added a consensus amendment on the IANA transition offered by Sen. Mike Johanns (R-NE)... Parsing the amendment's language, the requirement that NTIA conduct a thorough review and analysis of any proposed IANA transition plan amounts to telling it to do its job properly; implicit in this requirement is that the analysis be shared with Congress. more

Diplomatic Process in Geneva Could Give UN Unprecedented Powers Over the Internet

McDowell, commissioner of the Federal Communications Commission, in an op-ed in the Wall Street Journal writes: "On Feb. 27, a diplomatic process will begin in Geneva that could result in a new treaty giving the United Nations unprecedented powers over the Internet. Dozens of countries, including Russia and China, are pushing hard to reach this goal by year's end. As Russian Prime Minister Vladimir Putin said last June, his goal and that of his allies is to establish "international control over the Internet" through the International Telecommunication Union (ITU), a treaty-based organization under U.N. auspices." more

ICANN’s Two Decades of Evolution

In the fall of 1998, I was present at the first meeting of the ICANN Board which was then made up of very senior, prominent parties from a broad spectrum of sources. The stakeholder community needs to get with the program and assert itself now – if it still can. The recent attempts by the Internet Society (ISOC) to wrap itself in the halo of Jon Postel's "original intent" for .org is specious and laughable. As I've previously published, Postel also didn't like how big the top-level domains were getting and suggested, in 1993, that top-level domains should be capped at 10,000 names and that further zone growth should happen at the second- and third-levels (similar to how the UK has .uk and then .com.uk, for example). more
