Reaction to New Top Level Domains

ICANN's latest announcement of preliminary approval for two new top level domains (.mobi and .jobs) and it's recently ended meetings in Cape Town, South Africa, have sparked off renewed discussions for the introduction of new TLDs -- more specifically, the expansion of sponsored and generic top level domains (TLDs). Are We Attending the Right ICANN Meeting?

I have no idea who wrote that wonderful piece, Time for Reformation of the Internet, posted by Susan Crawford. (It wasn't me - I never use the word "netizen".) Elliot Noss of Tucows wrote a partial rebuttal, I must be attending the wrong ICANN meetings. Elliot's company, Tucows, has been a leader in registrar innovation and competition. And Tucows has constantly been among the most imaginative, progressive, responsible, and socially engaged companies engaged in these debates. ...But the points made by Time for Reformation of the Internet go far beyond registries and registrars. more

Examining the Proposed Internationalization of TLDs

Last month, John Klensin wrote an article published here on CircleID regarding Internationalized Domain Names (IDN) Top Level Domains (TLD). Based on his Internet Draft, John suggests using language translation in the application for TLD. The advantage of this method is that all existing TLDs can now be represented in any number of languages without additional need for ICANN to create new TLD. The Need to Keep Congress Fully Informed

The MOU between the Department of Commerce and ICANN includes a series of specific milestones that the corporation is required to accomplish by certain specified dates. One of the specific requirements placed on ICANN by the agency is to define "a predictable strategy for selecting new TLDs using straightforward, transparent, and objective procedures that preserve the stability of the Internet...." The MOU goes on to state that "(strategy development to be completed by September 30, 2004 and implementation to commence by December 31, 2004)." more

Data Reveals Domain Name Registrations Have Hit All-Time Highs

In a report released today, VeriSign has stated that more than 4.7 million new domain names registered during the first quarter of 2004 -- highest ever recorded in a three-month period. "The profile reveals that more than 63 million domain names have now been registered, approximately one for every 100 people living in the world today. This number is greater than at any time in the Internet's history, surpassing even the heights that were seen during the Internet "bubble." Moreover, data reveal that the current base of domain names is being utilized more actively than ever before, as measured by renewal rates, look-up rates, and the percentage of domain names tied to live sites." more

Economics cannot answer all of the questions raised by domain name policy. First, domain name policy must answer to the discipline of network engineering. A useful domain name system must work, and the functionality, scalability, reliability, and stability of the system are determined by the soundness of its engineering. Second, domain name policy must answer to public policy. The Internet is a global network of networks, and Internet policy is answerable to a variety of constituencies, including national governments, the operators of the ccTLDs, Internet Service Providers, information providers, end users of the Internet, and many others. more

ICANN’s 9th Status Report: The Goals Are Good

ICANN has made great strides in implementing steps to improve the organization's transparency, accountability, openness - according to their most recent Status Report [PDF]. The report describes the requirements of their MOU with the Department of Commerce and what the organization has done to toward achieving these goals. However, even though the Report makes it sound as if ICANN is on the right track, some troubling issues lay underneath the surface of the Report.  more

Governments and Governance

A United Nations task force recently held a two-day workshop on the question of who governs the Internet. U.N. Secretary General Kofi Annan challenged those of us present to ensure that the Internet and the World Wide Web support "the cause of human development."
Following in the long-standing tradition of skepticism about governments in the Internet community, some in the technical community and the Internet's chattering classes view the concerns expressed by the United Nations and countries such as Brazil, India and others, as a threat to the operation of the Internet itself. ICANN’s First Official Report on Whois Data Problems

Did ICANN Over Regulate VeriSign?

CircleID recently interviewed Jonathan Weinberg, Professor of Law at Wayne State University to discuss legal and regulatory issues that have been raised against Internet Corporation For Assigned Names and Numbers (ICANN). VeriSign, the registry operator of the two most popular top-level domains .com and .net, filed a lawsuit against ICANN on February 26, 2004 complaining that the Internet regulatory body has extended "its authority beyond the scope of its contracts". SiteFinder vs. Engineers: Our Mistake Is Ignorance

We, as the Internet engineering community, have made a great mistake. Actually, it wasn't even one large mistake, but a series of small ones. Engineers are busy people, and most of us work under the constraints of the organizational entities we serve (be it ISPs, non-internet corporates, or even non-profits). Few of us have time for politics; even fewer have the desire and motivation for politics, and those of us who do try usually end up facing a brick wall of stubbornness, lack of understanding of the underlying technical issues, or just a deaf ear. more

CENTR Replies to ITU Study on ccTLD Governance

The Council of European National Top-Level Domain Registries (CENTR) announced today their response to Professor Michael Geist's draft survey report "Government and country-code top level Domains: A global survey", which was conducted on behalf of the International Telecommunication Union (ITU) in December 2003. "In the last decade the general trend has been to de-regulate markets in the Communications Industry, which continues to stimulate economic growth and innovation, and it seems perverse that this ITU supported report is seeking to go against the proven successful trend," said Paul Kane, chairman of CENTR. more

WSIS Leaving More Questions Than Answers

Two things are important to stress. First, nothing was decided in this meeting, and no actions will be taken until the next meeting in 2005. Secondly, and more importantly, as with anything the devil is in the details. Given the vagueness of the documents available, there are few reliable conclusions that can be drawn from the summit...Before any judgments can be made about the effectiveness, or feasibility of the ideas outlined in the Plan of Action more concrete information is needed. The details of these plans are currently unknown to the Internet community at large, and may even be unknown to the members of the WSIS. Based on the information that is available it appears the Plan of Action needs to be thought through a little more thoroughly. more
