I've been following the recent news on the World Summit on the Information Society, and it's getting really bizarre. The Wired article is one example of out of the out-of-this-world coverage on the World Summit; I heard a similar spin yesterday on a radio show that often shares material with the BBC. What king or dictator or bureaucrat has signed the document giving power over the Internet to one organization or another? Did I miss the ceremony? One laughable aspect of news reportage is that the founders and leaders of ICANN always avowed, with the utmost unction, that they were not trying to make policy decisions and were simply tinkering with technical functions on the Internet. more

CircleID recently interview Paul Vixie, Founder & Chairman of Internet Software Consortium (ISC), to discuss ISC's newly formed Operations, Analysis, and Research Center (OARC). OARC is launched in response to DDoS attacks at the Internet's core infrastructure and the vital requirement for a formal coordination system. OARC is also a part of US homeland security initiatives, such as the formation of Information Sharing and Analysis Centers (ISACs).

There is a worldwide interest in the extension of the namespace to include new Top-Level Domains (TLDs) and select new registries to run them. If these New TLDs are to be selected objectively, and without partisan favours to insiders, then there is a clear need for criteria and careful evaluation of lessons gained from previous TLD launches. This was the principle behind the "Proof of Concept" approach, promised by ICANN, and yet ICANN appears to have retreated to a lightweight in-house evaluation, carried out obscurely, in the hands of selected individual under a 6-month contract 4 months ago. What have we learned about Sunrise, about Landrush, about abuse of process, about implementation and enforcement of agreements, about registrars who game the system to warehouse names for themselves, about proposed marketing budgets which evaporate into thin air? more
After roughly 19 days of its introduction, VeriSign's Site Finder service was finally shutdown on October 4, 2003 following a "Formal Deadline" issued by ICANN (previously reported here). I have been thinking a lot about stewardship lately in my role as CEO of Tucows and how that relates to employees, a board of directors and investors. Where I've got to, which is not necessarily relevant for this post, is that stewardship needs to exist at EVERY level of a company and a life. With the recent dustup created by Verisign's new Sitefinder service it has crystallized for me what has always bothered me about the .com/.net registry and the way Verisign has approached it.

The Internet Corporation for Assigned Names and Numbers (ICANN) has released an "Advisory" concerning VeriSign's deployment of DNS wildcard (Site Finder) service: "Since the deployment, ICANN has been monitoring community reaction, including analysis of the technical effects of the wildcard, and is carefully reviewing the terms of the .com and .net Registry Agreements. In response to widespread expressions of concern from the Internet community about the effects of the introduction of the wildcard..." more
It looks as if ICANN is going to require applicants for new TLDs to agree (in advance) not to negotiate a changed contract with ICANN. We agree that streamlining the process is in everyone's interest. Along those lines, we are proposing a substantially thinner contract that ICANN and new registries could use. Existing registries should also be allowed to sign up to this contract, if they wish. more
Part of the stated reason for the high price point stated by Verisign was to "deter domain speculators" with a price that was high. If the price was set at $1, they claim, speculators would buy all the WLS subscriptions before any other people. So if Verisign is trying to really deter domain speculators then why are they not releasing information on who owns a WLS? Or limiting the number of WLS that a person can have. Seems like a shallow argument if the only deterring thing is raising more money for the Verisign monopoly rather than setting limits... more
I will try and take a different approach with this post. There are two elements of WLS that I think are most material and are not discussed often enough. They are i) the scope of the original NSI-ICANN contract and ii) the use of multiple accreditations.
...Verisign is paid a sum of money to perform a service. They own neither the primary nor the secondary data. I will not bore you with a recitation of various sections of the agreement nor with long-winded legal arguments. They are for another forum. The implication of this conclusion as it relates to WLS is that any re-registration market service is outside the scope of the original contract and should be treated as any new service should. more
Shravanti Reddy?s recent piece draws attention to an important issue that has nagged at ICANN ever since the ill-fated at large elections, when participants from the developed world greatly outnumbered those from the developing world. This imbalance was somewhat mitigated by the regional delineation of candidates, but it nonetheless raised two important questions that have yet to be settled:
First, how can ICANN (and, more generally, Internet governance) be more inclusive of developing countries? And second (less often asked, but perhaps even more important): Why should developing countries care about ICANN -- i.e., why does the answer to the first question even matter? This article discusses some recent developments related to the first question; a later article will consider some specific reasons why ICANN matters to the developing world. more
Professionals can extend their online identities and direct traffic using .pro - the last of seven new top-level domain names approved by the International Corporation for Assigned Names and Numbers (ICANN). Individuals and entities in the accounting, legal and medical professions became eligible to apply to defensively register as of April 23, 2003. In July, .pro domain names will go live. more
A recent study by researchers at the Cooperative Association for Internet Data Analysis (CAIDA) at the San Diego Super Computer Center (SDSC) revealed that a staggering 98% of the global Internet queries to one of the main root servers, at the heart of the Internet, were unnecessary. This analysis was conducted on data collected October 4, 2002 from the 'F' root server located in Palo Alto, California.
The findings of the study were originally presented to the North American Network Operators' Group (NANOG) on October 2002 and later discussed with Richard A. Clarke, chairman of the President's Critical Infrastructure Protection Board and Special Advisor to the U.S. President for Cyber Space Security. more
Recently, I entered my domain name in a "WHOIS" database query to test the results of the database by using WHOIS on a number of domain name registrar websites. Afnic, the association in charge of the .fr domain and several other French overseas and generic Top Level Domains, has published the 2023 edition of its annual observatory report "The global domain name market" containing all of the latest key figures and trends in the TLD market... At year-end 2023, the global domain name market represented some 368 million domain names. more
