According the the report, a survey of 1,000 consumers found that the majority believe the Internet will become full of pointless domain names (65% of those polled), messy and confusing (57%), too complex to navigate (46%) and out of control (41%). Two-thirds of the 100 UK businesses surveyed are still unaware that liberalization is happening, which is a concern, considering the opportunities and potential risks that it presents." more

What if the Federal Reserve decided to say it was going to raise interest rates, but then just didn't? The global economy would be thrown into chaos. After nearly six weeks of shutting down its TLD Application System (TAS) due to software issues, ICANN announced today the reopening of TAS. From the announcement: "The system will remain open until 23:59 GMT/UTC on 30 May 2012. Consistent with our previous practice and to allow the application window to open as soon as possible, two-hour maintenance windows have been scheduled as follows: 22 May at 16:30 GMT/UTC, 25 May at 23:00 UTC, and 29 May at 22:00 UTC. ... During the last few weeks, we have fixed the technical glitch that caused us to take the system offline." more
Declan McCullagh reporting in CNET News: "The Obama administration has failed in its bid to allow it and other governments to veto future top-level domain names, a proposal before ICANN that raised questions about balancing national sovereignty with the venerable Internet tradition of free expression. A group of nations rejected that part of the U.S. proposal last week, concluding instead that governments can offer nonbinding 'advice' about controversial suffixes such as .gay but will not receive actual veto power." more
The board of ICANN on Friday gave initial approval for the addition of .xxx Top-Level Domain... Dot-XXX domains won't start appearing right away. ICANN must first conduct a "due diligence" study of ICM's business plan for the domain, and then the board will review the contract proposed for the operation of the domain. Rio de Janeiro has become the first Latin American city with its own dedicated top-level domain (.rio), allowing individuals and entities who want to identify themselves with the Brazilian city to register their desired domain names with the new extension. more
The IDN ccTLD Fast Track program is moving along rapidly, with ICANN's announcement that both the Simplified and Traditional Chinese script versions of .china have passed the string evaluation phase of the IDN ccTLD Fast Track Program. Alongside this, ICANN have also announced the release of a proposed implementation plan for 'Synchronised IDN ccTLDs' that will create the rules by which these variant IDN ccTLDs will coexist. more

ICANN has tentatively agreed to proceed with the community-developed Trademark Clearinghouse (TMCH) model following two days of discussions at a specially organised informal meeting in Brussels last week. I believe this is an important breakthrough for the intellectual property, registry and registrar communities as it provides the best harmony between technical implementation and best practice trademark protection policy. more
ICANN has spent years trying to figure out what to do with domain name variants, strings that look different but mean the same thing, for some definition of "the same." They've been trying to deal with them in second level domains for a decade, and are now working on rules to allow variant top-level domains. Unfortunately, variants don't work. The problem isn't putting them in the DNS; it's that once they're in the DNS, they don't work anywhere else. more
