With the IGF underway, there's a lot of discussion surrounding Internationalized Domain Names (IDN). There has been lots of great progress in IDN technology with IE7 and Firefox browsers now fully IDN-Aware, strong IDN registrations and websites behind them. In the last few years there have been many discussions on how the Internet is governed, and how it should be governed. The whole World Summit on the Information Society (WSIS) ended talking about this problem. It caused exchange of letters between the US Secretary of State and the European Union presidency. And it caused a public discussion, organized by the US Department of Commerce on that issue. I saw some reflection of this discussion and here are some comments on that. With all of the recent excitement about *.cm, the Cameroonian wildcard that someone is using to collect vast numbers of mistyped .com addresses, I wondered how many other wildcards there were at the DNS top level. There's a total of 13. Half of the wildcards are harmless. The *.museum wildcard leads to a registry page that helps guess what you might have been looking for. ...The .mp page also claims that .mp is for Mobile Phone rather than for the Marianas Islands, but they're hardly the only small poor island to try to cash in on their ccTLD, and they at least run it themselves. more
The .cm (Cameroon) ccTLD operators have discovered that since their TLD is simply one omitted letter away from .com, that there is a gold mine in the typo traffic that comes their way. Accordingly, Cameroon has now wild-carded its ccTLD and is monetizing the traffic. The upshot is that, if the Neiman Marcus / Dotster lawsuit over 27 domain names was properly characterized as "massive", then the Cameroonians are now going well beyond massive... more
Bloomberg is reporting that Gregory Reyes is facing criminal and civil charges in relation to securities fraud. Reuters and the Mercury News also have coverage. VeriSign has reported that they are cooperating with a grand jury subpoena and a SEC inquiry into their historical stock option grants. More can be found here. Backdating of options is essentially a fraud against existing shareholders, as noted in the press or simply searching Google for "backdating fraud". Under the existing 2001 .com Registry Agreement, section 16.C would allow for termination of the agreement by ICANN in the event that VeriSign "is convicted by a court of competent jurisdiction of a felony or other serious offense related to financial activities... more
The CFIT vs. VeriSign et. al. lawsuit had another day in court today. ...The key point coming out of a hearing today (Friday, June 09, 2006) in front of U.S. District Court Judge Ronald Whyte in San Jose, California is that the arguments made by CFIT against the .com deal between ICANN and VeriSign will continue. ...There was one moment of some drama. After lawyers for VeriSign and ICANN both argued that the 7 percent price increases without the need for justification would not be a violation of anti-trust law, Judge Whyte asked the lawyer for ICANN if it would be an anti-trust violation if VeriSign had been granted an annual 100 percent increase. The lawyer said, "no." Other lawyers for other matters sitting in the audience seemed to shift uneasily... more
I am often asked how to get a ccTLD by folks just coming in to the domain industry. There is RFC1591 as a start for reading material on the subject matter, and then there is ICP-1. I defer them to IANA, who defers to ICANN, who in turn defers to ISO and the ISO3166-1 list being the definitive list, and then you have to factor in some of the "reserved code elements" from their decoding table to normalize 3166 against the list of IANA Country Codes for ccTLD delegations like .EU. How does one get their ccTLD into the ISO list? The ISO in turn (likely due to the masses that contact them hoping to list their country) defer the criteria for what it is to be a 'country' for being on the 3166-1 list, and partially defer to the United Nations. more
Internationalized (non-ascii) domain names (IDN) are a key issue for ICANN. Yesterday, the Board completed two days of workshop presentations about various matters (IANA, security, GAC relationships), and we were briefed on the IDN testing that is planned. I thought it might be useful to make clear the distinction between the tests (which are testing mechanisms for IDNs) and the very difficult policy questions that confront ICANN. As several people explained to me yesterday, they're different. more
