On August 27, 2014, the world became a bit more connected as the Internet welcomed more than 400 million Hindi language speakers in their own language. .???? (.Bharat), which means India in the Hindi language, was inaugurated on August 27 in New Delhi by Mr. Ravi Shankar Prasad, India's Minister of Law & Justice and Communications & Information Technology. more
In my last post I discussed some questions that remain about ICANN's generic Top-level Domain (gTLD) budget. Today I discuss the rights protections mechanisms as they currently appear. An economic study commissioned ICANN to analyze the new gTLD process recently concluded that "the biggest likely costs" of approving new gTLDs are "consumer confusion and trademark protection." more
ICANN's Security and Stability Advisory Committee (SECSAC) recently released some recommendations regarding the DNS infrastructure, specifying among other things, that sub-zone delegation be kept up-to-date. ...The SECSAC report doesn't mention, but I believe is trying to address, is the alarming fact that nearly 10% of the name servers listed in the root zone are lame, either they aren't authoritative for the zones they are supposed to be, or they are unreachable much of the time.

A lot of the people are planning to attend the .nxt conference next month ask me to point out the benefits of new Top-Level Domains (TLDs), and today gave me a fantastic opportunity... If you are thinking of applying for a new TLD and haven't been paying attention to the latest happening with .JOBS, maybe you should be. Though .JOBS has been a bit of a quiet TLD, they've been a favorite of mine because of the specific focus of the extension. more
Earlier this year, the Internet Engineering Task Force’s (IETF’s) Internet Engineering Steering Group (IESG) announced that several Proposed Standards related to the Registration Data Access Protocol (RDAP), including three that I co-authored, were being promoted to the prestigious designation of Internet Standard. Initially accepted as proposed standards six years ago, RFC 7480, RFC 7481, RFC 9082 and RFC 9083 now comprise the new Standard 95. RDAP allows users to access domain registration data and could one day replace its predecessor the WHOIS protocol. more
It seems that pigs can, after all, fly. From the start of its new gTLD program, ICANN ignored what was obvious to pretty much everyone else: corporations might wish to apply for their brands and run them as closed ecosystem TLDs servicing only the brands in question. No longer. By releasing a proposed addendum to its registry contract, called Specification 13, ICANN has done two things it has always said it would never do: acknowledged that "brand TLDs" should be considered in the new gTLD program, and created a new category of TLD for this specific class of application. more

According to the draft of new Generic Top-level Domains (gTLD) contracts for Section 7.3, "Price controls have been removed for 2008 in favor of the transparent pricing model outlined above." Section 3.2.b) of the .com registry agreement states: "ICANN shall not apply standards, policies, procedures or practices arbitrarily, unjustifiably, or inequitably and shall not single out Registry Operator for disparate treatment unless justified by substantial and reasonable cause." In my opinion, VeriSign (and other existing gTLD operators) are almost being invited to ask for their contracts to be amended... more
On December 14, 2021, Dot Hip Hop, LLC (DHH) filed an Urgent Reconsideration Request following ICANN staff inaction (for its over four-month delay) of its Assignment Request for the .hiphop Registry Agreement. Not only did the ICANN Board Accountability Mechanisms Committee (BAMC) decide against considering the Reconsideration Request on an urgent basis, but on its last day of business for 2021, ICANN Org decided to retaliate against DHH for filing the Reconsideration Request in the first place ... more
Verisign recently informed ICANN that it had received a letter from the National Institute for Standards and Technology (NIST), an agency of the U.S. Department of Commerce, regarding the proposed auction of o.com described in the Second Amendment to the .com Registry Agreement agreed to by ICANN and Verisign in March 2019. This letter, which doesn't appear to be on official letterhead, is from a NIST Grants Officer and purports to overturn a letter raising objections to the auction... more
In September 2005 ICANN approved the first top–level Internet domain to be dedicated to a particular human language and culture: '.cat'. A related paper was recently published in First Monday by Peter Gerrand, titled "The Catalan campaign to win the new .cat top level domain". As explained in its abstract, the paper explains: "While '.cat' creates a precedent for greater use on the Internet of 'minority languages', there are significant hurdles for other candidates for language–based top–level domains. The paper discusses the concomitant factors needed to support the greater use of any minority language on the Internet." more
Back in 2014, hundreds of new Top Level Domains (nTLDs) rolled out into availability. This means that the .com, .gov, and .org extensions that are typically used for business domains were joined by a multitude of other, more specialized extensions such as .attorney, .cars, and .recipes. There is a worldwide interest in the extension of the namespace to include new Top-Level Domains (TLDs) and select new registries to run them. If these New TLDs are to be selected objectively, and without partisan favours to insiders, then there is a clear need for criteria and careful evaluation of lessons gained from previous TLD launches. This was the principle behind the "Proof of Concept" approach, promised by ICANN, and yet ICANN appears to have retreated to a lightweight in-house evaluation, carried out obscurely, in the hands of selected individual under a 6-month contract 4 months ago. What have we learned about Sunrise, about Landrush, about abuse of process, about implementation and enforcement of agreements, about registrars who game the system to warehouse names for themselves, about proposed marketing budgets which evaporate into thin air? more
As many of you may know, today .ORG announced that all of its 8.5 million domains are now able to be fully DNSSEC signed - the largest set of domain names in the world so far that has access to this key security upgrade. .. The widespread publicity that the Kaminsky bug got around the world vindicated a decision made in several companies to invest time, effort and money into deploying DNSSEC. The community was split on the value of the DNSSEC effort -- many thought the deployment was quixotic, while a few others thought it was appropriate. more
