In my previous article I showed that ICANN expects to recover a lot of money from the first round of applications for new generic Top-Level Domains (gTLDs) -- $92.5 million, to be exact -- and that even that dramatic figure is probably substantially underestimated. For that reason, I argued that ICANN probably will recoup a windfall from the first round of gTLD applications and pointed out that ICANN's promise to consult with the Internet community before spending such a windfall is unsatisfactory because it has failed to say beforehand what surplus revenues might be spent for. more

Legitimate email marketers, anti-spam groups and beleaguered recipients got a bit of good news with the arrest last week of a man described as one of the world's most prolific spammers. Robert Alan Soloway, 27, dubbed "the Seattle Spammer" by federal officials, was indicted on 35 charges related to fraudulent Internet activities. Soloway pleaded not guilty to all charges at his May 30 arraignment. You can read more here. In separate lawsuits, plaintiffs alleged Facebook and Zynga violated the Stored Communications Act (in Zynga's case, also the Wiretap Act). The crux of plaintiffs' allegations was that when a Facebook user clicked on an ad or a link, the HTTP request sent by the browser included the user's Facebook ID and the address of the webpage the user was viewing when he or she clicked the link. An end user's request to play Farmville would result in the transmission of similar information to third parties. more

I recently became aware of the new pay-by-mobile phone service Venmo.com. "Pay friends with your phone, skip the ATM, Settle up on meals, rent, bills and drinks" ... Venmo are using Facebook connect as a way of verifying user identities, at least that is what they claim. more

Starlink is satellite internet access from SpaceX, one of Elon Musk's other companies. If it lives up to its hype, it will cure the problem of broadband availability in rural areas, although affordability will still be an issue. Most satellite-based Internet access sucks (that's a technical term). If based on geostationary satellites (ones you can point a dish at), the distance to the satellite is so great that the round-trip time for data is forever; this problem is called latency. more
For the non-state actors who are making efforts to approach cybersecurity issue in a different and creative way, the state actors, however, have given clear signs that they have exhausted their patience and insisted on doing things alone by bringing traditional old tricks back into cyberspace. This is exemplified in the bilateral meeting of two cyber sovereigntists - the Chinese and U.S. presidents on April 6-7, and in the multilateral G7 Declaration on Responsible States Behavior in Cyberspace on April 11. more
