I'm sure we have all heard a techie or standards body tell legislatures, courts, and business groups to keep their mits off of the internet; that such groups are "clueless" and that they will damage some noumenon or other indistinct, but critical, principle of the internet. Consider, for example, the condemnation of competing DNS roots by ICANN and the IAB. What makes today so interesting is that two well respected techies have stepped forth and made strong social/economic/business policy statements. more

ICANN’s Picture of Itself

ICANN has released its draft new budget. The document gives us a good look at how ICANN sees itself. It's arguably an internally inconsistent view. ...This budget calls for ICANN to have almost 60 staff members by the end of the next fiscal year. Expenses under this budget are predicted to be twice those of last year ($16 million v. $8 million). more

A Tangled Web

A recent ICANNfocus article discussed the magnitude of ICANN's legal fees. Specifically, ICANNfocus questioned whether the extent of ICANN's legal fees, about 20% of their total revenues, was related to the organization functioning as a regulator instead of simply as a technical manager of the internet.  more

Ireland’s .ie To Come Under Government Control

The Irish domain registry (IEDR) is to come under the control of the Commission for Communications Regulation ComReg. At present the registry is managed by a "not-for-profit" company, however it has come under increasing criticism with regard to both its management and policies. Although there are approximately 40,000 IE domains currently registered, it is still one of the strictest and most expensive ccTLDs in the world. more

Having been involved in the whole TLD issue since its inception, back in the ancient history of the mid-1990's, one would think that nothing would surprise me anymore. ICANN’s 9th Status Report: The Goals Are Good

ICANN has made great strides in implementing steps to improve the organization's transparency, accountability, openness - according to their most recent Status Report [PDF]. The report describes the requirements of their MOU with the Department of Commerce and what the organization has done to toward achieving these goals. However, even though the Report makes it sound as if ICANN is on the right track, some troubling issues lay underneath the surface of the Report.  more

A United Nations task force recently held a two-day workshop on the question of who governs the Internet. U.N. Secretary General Kofi Annan challenged those of us present to ensure that the Internet and the World Wide Web support "the cause of human development."
Following in the long-standing tradition of skepticism about governments in the Internet community, some in the technical community and the Internet's chattering classes view the concerns expressed by the United Nations and countries such as Brazil, India and others, as a threat to the operation of the Internet itself. ICANN’s First Official Report on Whois Data Problems

ICANN has submitted the first report of what will be a series of annual reports summarizing its "expierince" with the Whois Data problems and inaccuracies. While emphasizing that "ICANN-accredited registrars are obligated by the terms of their accreditation agreements to investigate and correct any reported inaccuracies," the report provides the following conclusions: more

Top-Level Domains for Addressing by Physical Context

This article proposes the reservation of a special use TLD to allow a more convenient addressing of devices by general physical location or context. ...As wireless networking and devices become more common there may be a need for a convenient way to address hosts by physical location or context, especially when the users themselves are using mobile or wearable devices. more

Did ICANN Over Regulate VeriSign?

CircleID recently interviewed Jonathan Weinberg, Professor of Law at Wayne State University to discuss legal and regulatory issues that have been raised against Internet Corporation For Assigned Names and Numbers (ICANN). VeriSign, the registry operator of the two most popular top-level domains .com and .net, filed a lawsuit against ICANN on February 26, 2004 complaining that the Internet regulatory body has extended "its authority beyond the scope of its contracts".
