The first "Middle East DNS Forum" kicks off on this coming Monday, February 3, 2014, in Dubai. The event is hosted by the Telecommunication Regulatory Authority (TRA) of the UAE and was organized jointly by ICANN and the Internet Society. At first blush, Mahmoud Ahmadinejad and the Globally Protected Marks List (GPML) do not seem to have anything in common. The first is a politician of debated repute that is seeking to quell disputes over the legitimacy of his election. ICANN on Monday extended the deadline to April for Amazon basin nations to reach a deal with the tech giant Amazon Inc in their seven-year battle over the .amazon domain name. more
On October 28th, at a Special Meeting of the ICANN Board of Directors, an updated New generic Top-Level Domain (gTLD) timeline was adopted as a working plan. The new Launch Scenario indicates that the New gTLD Applicant Guidebook will be declared final at the December ICANN Meeting in Cartagena, Colombia. more
So after the initial reaction and "over-reaction" by some folks in the audience, I have been thinking about the implications of the ICANN resolution on new gTLDs at its Board meeting in Cartagena, Colombia. In short, the resolution and subsequent comments by the chair, Peter Dengate-Thrush have shown that there is positive momentum with respect to the program overall. "We have reached a turning point in the new gTLD program" he said. more
Perceptions can be difficult to change. People see the world through the lens of their own experiences and desires, and new ideas can be difficult to assimilate. Such is the case with the registration ecosystem. Today's operational models exist because of decisions made over time, but the assumptions that were used to support those decisions can (and should) be continuously challenged to ensure that they are addressing today's realities. Unfortunately I cannot be in Vancouver for the conference. I write this from Cape Town, venue of last years fall ICANN. I want to disclose a couple of things upfront. Those who know me will know I am nothing if not strongly independent in my views. However disclosure helps those of a more suspicious mind know my associations and if they choose to, take them into account in interpreting my opinions. ...I am somewhat disappointed by the reaction to the proposed settlement. I feel that most of the discussion fails to take into account the actual conditions under which the settlement has been negotiated. more
A stack contrast is emerging within the DNS between providers who tolerate blatantly illegal domain use and those who do not. Our study, just published here focuses on five U.S.-based providers, their policies, and their response to reports of opioid traffic within their registry or registrar. There are many providers, not covered here, who removed hundreds of domains selling opioids and I applaud their efforts. more
Despite what you may have read about possible delays to the rollout of the new Top-Level Domain (TLD) program, all the available evidence points to ICANN approving the applicant guidebook shortly after its San Francisco conference in March. My feelings about the timing of the new TLD program were further buoyed by Kurt Pritz, ICANN's Senior Vice President of Stakeholder Relations, who gave a presentation at the .nxt conference I attended in San Francisco this week. Mr Pritz said the applicant guidebook is currently in a "proposed final" version and should be approved after ICANN's San Francisco conference in March. more
The World Intellectual Property Organization (WIPO) recently issued a detailed press release regarding Uniform Dispute Resolution Policy (UDRP) cases for which it provided arbitration services in 2011 and, once again, the number of WIPO filings was up. According to WIPO: "In 2011, trademark holders filed a record 2,764 cybersquatting cases covering 4,781 domain names with the WIPO Arbitration and Mediation Center (WIPO Center) under procedures based on the Uniform Domain Name Dispute Resolution Policy (UDRP), an increase of 2.5% and 9.4% over the previous highest levels in 2010 and 2009, respectively." Yet that's an incomplete picture. more

You should not worry too much if some of the new generic Top-Level Domain names (gTLDs) become monopolies. ICANN and the registries won't charge monopoly prices as long as they have to worry about the government stepping in. Monopolies normally present two problems for consumers: restricted output and higher prices. In the case of the new gTLDs, restricted output is caused only by ICANN's monopoly over approving gTLD applications. more
A very rare thing happened in the GNSO Council meeting this week - the ICANN community spoke with one voice. Registries, registrars, non-commercial interests, new TLD applicants, IP owners and businesses unanimously and unambiguously agreed that giving ICANN a "unilateral right to amend" the registry and registrar agreements is not compatible with ICANN's bottom-up processes and poses a fundamental threat to the multi-stakeholder model. There is true consensus that this change should be rejected. more
ICANN's plan to open up the domain name space to new top level domains is scheduled to begin January 12, 2012. This long overdue implementation is the result of an open process that began in 2006. It would, in fact, be more realistic to say that the decision has been in the works 15 years; i.e., since early 1997. That is when demand for new top-level domain names, and the need for other policy decisions regarding the coordination of the domain name system, made it clear that a new institutional framework had to be created. more
As we start the new year, it is worth noting some of the major events and news in 2008 that shaped the industry and fueled considerable discussions. Last year's occurrences made for a very historic year, bearing the seeds of future changes for the DNS and domain name industry. more
