Having been involved in the whole TLD issue since its inception, back in the ancient history of the mid-1990's, one would think that nothing would surprise me anymore. As it turns out, however, watching the comments on ICANN's public comment list with respect to the new sTLD proposals, I find that I'm taken-back by some of the kinds of comments I'm seeing. more
A United Nations task force recently held a two-day workshop on the question of who governs the Internet. U.N. Secretary General Kofi Annan challenged those of us present to ensure that the Internet and the World Wide Web support "the cause of human development."
Following in the long-standing tradition of skepticism about governments in the Internet community, some in the technical community and the Internet's chattering classes view the concerns expressed by the United Nations and countries such as Brazil, India and others, as a threat to the operation of the Internet itself. ICANN has submitted the first report of what will be a series of annual reports summarizing its "expierince" with the Whois Data problems and inaccuracies. While emphasizing that "ICANN-accredited registrars are obligated by the terms of their accreditation agreements to investigate and correct any reported inaccuracies," the report provides the following conclusions: more
CircleID recently interviewed Jonathan Weinberg, Professor of Law at Wayne State University to discuss legal and regulatory issues that have been raised against Internet Corporation For Assigned Names and Numbers (ICANN). VeriSign, the registry operator of the two most popular top-level domains .com and .net, filed a lawsuit against ICANN on February 26, 2004 complaining that the Internet regulatory body has extended "its authority beyond the scope of its contracts". This article proposes the reservation of a special use TLD to allow a more convenient addressing of devices by general physical location or context. ...As wireless networking and devices become more common there may be a need for a convenient way to address hosts by physical location or context, especially when the users themselves are using mobile or wearable devices. more
Which domain extensions do people prefer? How do these preferences vary by country? This article reports the results of a poll of domain extension preference by country of residence conducted from May through October, 2003 by Domain Name Journal and the DomainState forum. Approximately 133 people from 34 different countries participated. This poll has limitations that we will discuss, but it does measure the extension preferences of domain registrants and developers in a manner that has not been done elsewhere and it produces some interesting results. more
A company called PW Registry Corporation makes the following announcement regarding the .PW ccTLD originally designated for the country of Palau: "The PW Registry Corporation announced today plans for the activation of the PW top- level domain (TLD), the Internet's first and only domain extension devoted to "Communities of Shared Interests". Unlike other domain extensions, such as .com, .biz, and .info, PW is aimed at providing individuals and consumer/affinity organizations a highly-personalized, permanent and portable e-mail address and a managed platform for community and social networking." more
I am at the ICANN meeting in Rome. The big story here is that ICANN is under attack for not sticking to its narrow mission -- technical coordination of the DNS and IP numbering system. People here are referring obliquely to the VeriSign lawsuit as "recent events" (as in "in light of recent events"). This euphemism reminds me of words used to reference the US Civil War ("the late unpleasantness"). more
It's easy to dismiss Verisign's antitrust suit as a ploy to push through Sitefinder. But whether one loves Sitefinder or hates Sitefinder, the complaint raises a much more significant issue that won't go away even if ICANN lets Verisign roll out Sitefinder. At the heart of Verisign's complaint is the lack of any definable process for decisionmaking, and its a complaint shared by others. A settlement between Verisign and ICANN that does not create a clear process for decisionmaking at ICANN that includes trustworthy independent review will merely delay the inevitable. Eventually, some other party will become just as frustrated and again challenge ICANN -- either in U.S. court or by enlisting the help of the U.S. Commerce Department, non-U.S. governements, or multinational treaty organizations. ICANN must recognize that the days of ad hoc decision making based on realpolitick must end and give way to stable processes that ICANN staff cannot control. more

We, as the Internet engineering community, have made a great mistake. Actually, it wasn't even one large mistake, but a series of small ones. Engineers are busy people, and most of us work under the constraints of the organizational entities we serve (be it ISPs, non-internet corporates, or even non-profits). Few of us have time for politics; even fewer have the desire and motivation for politics, and those of us who do try usually end up facing a brick wall of stubbornness, lack of understanding of the underlying technical issues, or just a deaf ear. more
On February 4, 2004, United States Congress held a hearing on a new proposed bill called the Fraudulent Online Identity Sanctions Act (FOISA). This bill will increase prison sentences by up to seven years in criminal cases if a domain owner provides "material and misleading false contact information to a domain name registrar, domain name registry, or other domain name registration authority." What follows is a collection of commentaries made in response to this proposed bill. more

For the first time in Internet history the number of instances of DNS root servers outside the United States has overtaken the number within. The balance was tipped by the recent launch in Frankfurt of an anycast instance of the RIPE NCC operated K-root server. The K-root server is one of the 13 DNS root servers that resolve lookups for domain names all over the world and form a critical part of the global Internet infrastructure. The K-root server has been operated by the RIPE NCC since 1997 when the first server was installed at the London Internet Exchange (LINX) in London, UK. more
ICANN's Security and Stability Advisory Committee (SECSAC) recently released some recommendations regarding the DNS infrastructure, specifying among other things, that sub-zone delegation be kept up-to-date. ...The SECSAC report doesn't mention, but I believe is trying to address, is the alarming fact that nearly 10% of the name servers listed in the root zone are lame, either they aren't authoritative for the zones they are supposed to be, or they are unreachable much of the time.
