On Friday, 14 March 2014, the U.S. Department of Commerce National Telecommunications and Information Administration (NTIA) announced its intention to transition the IANA functions to the global multistakeholder community. As expected, the announcement has sent adrenaline coursing through the veins of Internet governance experts and government policy people the world over. I'd argue, however, that it is an important point for the Internet's technical experts to sit up and take notice, as well: the fact that you are probably saying "what problem does this solve?" is a testimony to how much works well today, and we want to make sure it continues to work well in any future arrangements. more
Three sections of the redlined version of the Draft Evaluation Criteria for new Top-Level Domains (TLDs) caught my attention. It seems ICANN wants to ensure it has information to not only evaluate and score responses, but to conduct a post-launch analysis of the program's success in terms of expanded competition, consumer choice and trust. That additional information means more work by both the applicant and for ICANN. But it's a good move because pre-launch preparation and thought staves off mishaps and misfortunes later. more
2020 - a year like no other. The impact of COVID on the domain name industry was felt far and wide as ICANN meetings were held virtually, travel was cancelled, TLD launches were delayed, the topic of domain name abuse was front and center, and we all tried to navigate a "new" normal. Unlike many sectors, the domain name industry was fortunate and, in many ways, survived 2020 unscathed. As an industry insider and technologist, it's always tempting when discussing something new, such as the Trademark Clearinghouse (TMCH), to jump into the gritty details to try solving problems. The headlines related to Internet business were probably much different than what you would have seen 10 years ago. Then, there were just 20 million domain names in use, ten percent of what is now our domain universe. In light of the approaching expiration of the .CO top-level domain registry operator contract, Columbia's Ministry of Information Technology and Communications (MinTIC) today released an action plan for the .co operator selection process. more
The announcement last month of a new approach by the Internet Corporation for Assigned Names and Numbers (ICANN) to Africa is welcome, and significant for a number of reasons. Africa must participate in ICANN's activities to help shape its policies, and benefit from the domain name industry (estimated at $2 billion in 2008), where it lags behind other regions, given the few African registrars, and that there are no generic top-level domain names (gTLDs) registries that are African. more
There's been a fair amount of controversy of late about ICANN's decision to dramatically increase the number of top-level domains. With a bit of effort, though and with little disruption to the infrastructure -- we could abolish the issue entirely. Any string whatsoever could be used, and it would all Just Work. That is, it would Just Work in a narrow technical sense; it would hurt innovation and it would likely have serious economic failure modes. more
Sometimes the heavens align. With the release of a number of resolutions from the ICANN Board on Sunday, we learnt two things: One, that there is a determined drive to get the rules for new Internet extensions, gTLDs, finalized in December at a meeting in Cartagena. And two, that the meeting immediately after that - in March 2011 - will be held in San Francisco. more
In one of the first (if not the first) UDRP cases for .cat, the auto giant BMW appears to have filed a WIPO case over the BMW.cat domain name. Other prospective new TLD operators have tried to suggest in ICANN meetings that these new TLDs do not cause problems with cybersquatting or defensive registrations... Obviously, given the above WIPO case, that statement is false. more

The following is a proposal for an "Early Warning" system to resolve one of the remaining impasses between the ICANN Board and the ICANN Governmental Advisory Committee (GAC) as identified in the GAC Scorecard. Based upon phased array radar technology, this proposal is designed to incorporate multiple discrete evaluation phases into the new generic Top-Level Domain (gTLD) program to provide an integrated and comprehensive early warning system for the GAC in providing advice to the ICANN Board, potential applicants, and the broader Internet community. more
In May of this year, I questioned whether the continued legal maneuvering of a company called Altanovo Domains Ltd. (Altanovo) could further delay the launch of .web. After reading its second Independent Review Process (IRP) complaint, and ICANN's response, it seems that the unfortunate answer is a resounding "yes," or at least that is Altanovo's intent. more
