As recently reported, spam volumes indicate spam has nearly jumped back up to its pre-McColo shutdown levels. However, Symantec's The State of Spam report has also observed that in recent days spammers are increasingly piggybacking on legitimate newsletters and using the reputation of major social networking sites to try and deliver spam messages into recipients' inboxes... In its special URL investigation the report also indicates that on average approximately 90 percent of all spam messages today contain some kind of a URL. Additionally, analysis of data from past recent days, according to Symantec, have shown that 68% of all URLs in spam messages had a '.com' Top-Level Domain (TLD), 18% had a China's '.cn' ccTLD and 5% had a '.net'. more
I was surprised by ICANN's "Economic Case for Auctions in New gTLDs" paper especially with view to the latest presentation on the new generic Top-Level Domain (gTLD) implementation process in Paris. That Paris presentation highlighted the protection of community interests such as religious organisations, geographically based communities or indigenous groups and suggested a preference of bona fide community-based applicants against pure generic applications for the same string. Contrary to this the only text passage in the current paper where ICANN considered the community-based applicants is "a 25% bidding credit could be offered to community-based bidders whose community is located primarily in least-developed countries". Since last Thursday's launch of Russia's Cyrillic script IDN ccTLD, registration volumes have smashed all expectations, much like a Soyuz rocket blasting off into space from the Baikonur Cosmodrome. At the time of writing (14:00 17/11/2010 UTC), .??, which is Cyrillic for RF (short for ?????????? ????????? - Russian Federation) has just exceeded 500,000 registrations, having passed the 100,000 mark in the first three hours. It is already among the top 30 ccTLDs worldwide and heading towards the top 20 at high speed. more

As we inch ever closer to new gTLDs actually launching on the Internet, business models and marketing approaches are becoming clearer and better defined. That's when a venture sidesteps banks and venture capitalists and instead raises money by selling shares directly to the public. One of the topics that keeps coming up in ICANN policy discussions and as part of the new TLD application process is "transparency". ICANN, and the internet community in general, has had plenty of issues in the past with "bad actors" who have caused a lot of issues for everyone (think of many of the registrars who have lost accreditation in the last couple of years for example). On more than one conference call or policy discussion the issue of a company or a person's track record has come up. more
ICANN's plan to increase competition and bring innovation in the domain space by launching top-level domains (TLD) seems to be in full swing following the resolutions at the last ICANN Board retreat in Norway. However one area that seems unclear is who will take responsibility in determining the TLD winners. After years of continuous additions, retractions and amendments, the Draft Applicant Guidebook (DAG) is not yet finalized. However, the word in the ICANN community is that the TLD program launch will be in effect immediately after the ICANN San Francisco meeting held in March 2011. more
ICANN 43 in Costa Rica was in the heart of IPv6 implementation with everybody touching on how much it was needed as part of the internet ecosystem to fully utilize the ICANN expansion of the new gTLD namespace from 21 to the maximum number that will manage to get delegated at the beginning of 2013. more
The US Government's decision to transition its oversight of the IANA function to a multi-national, multi stakeholder organisation is set to impact ICANN's standard operations. On April 25, ICANN Board Chair Steve Crocker send an email to the ICANN community leaders suggesting changes to the agenda for the upcoming 50th International ICANN meeting, set to be held in London from June 22 to 26. more
On December 9, 2009, the ICANN Board announced its intention to vote during its upcoming February 4, 2010 meeting to approve a plan by which ICANN would solicit "Expressions of Interest" (EOI) from prospective applicants for new Generic Top Level Domains (gTLDs) such as .BLOG. But given a number of significant governance and public policy concerns raised by the current EOI proposal, the ICANN Board should take no action on it before the next in-person ICANN regional meeting--in Nairobi, March 3-7, 2010. more
