As the Internet grows, those countries and societies with mature systems of content development, innovation and entrepreneurism will continue to be better positioned to meet these needs. At the same time, such countries are also better positioned to take advantage of the efficiency, and capacity of the Internet to amplify and extend their cultural reach and economic capacity. The implication of this amplification and extension of cultural reach and economic capacity from developed markets, is that it can drown out indigenous content and restrict local economic opportunities in developing and under-developed markets.
It is no secret that in the Caribbean people are crazy about their cell phones. In fact, the Caribbean has one of the highest levels of mobile phone penetration in the world. According to a report from BuddeComm, an Australia-based telecom research firm, mobile phone penetration in Latin America and the Caribbean reached an estimated 80% in early 2009, well above the world average which was about 58%. The report stated that Latin America and the Caribbean together now account for an estimated 12% of the world's 3.97 billion mobile subscribers.
Anyone who has been watching the technology industry for more than a couple of years quickly learns to recognize FUD: Fear, Uncertainty and Doubt. FUD is (apparently) widely believed to be an effective marketing technique, especially when it comes to security, privacy, or scarcity. But the FUD often falls flat. Scarcity, in particular, is rare on the internet -- even rarer than privacy or security. There's constant FUD about scarcity of bandwidth, but the pipes get upgraded. Attempts to impose artificial scarcity through paywalls or other devices inevitably fail in the face of free alternatives. Even the scarcity of IPv4 addresses, which have indeed run out at the top, hasn't affected end users at the bottom yet -- and probably won't, for a long time.
In my job as part of a consultancy company, I know there are two types of reports our clients are interested in - those that are written for the customer to be used internally and those that are to be used externally. Quite often, instead of well thought out and researched pieces, these last-mentioned reports are created simply to underscore the opinion of the party paying for them. So when I received research by AT Kearney on A Viable Future Model for the Internet, I immediately checked who had paid for that report.
With the same made-for PR timing that prompted a previous seizure of domain names just before shopping's "Cyber Monday," Immigration and Customs Enforcement struck again, this time days before the Super Bowl, against "10 websites that illegally streamed live sporting telecasts and pay-per-view events over the Internet." ICE executed seizure warrants against the 10 by demanding that registries redirect nameserver requests for the domains to 74.81.170.110, where a colorful "This domain name has been seized by ICE" graphic is displayed.
Internet all over Egypt has been blocked in an unprecedented revolt. I call on my friend Tarek Kamel, Egypt's Minister of Telecommunication, to overturn this oppressive decision and to unblock the Internet in all Egypt immediately and to join his people in their peaceful revolt. I have known Tarek Kamel for more than a decade and long before he became minister back in the days when he used to say he had no authority and that the decisions were in the hands of his boss and that he was a mere decision-less adviser to then Minister of Telecommunication, Mr. Nazif.
Vigilantism, in cyberspace or a New York subway, gets rejected in the main because more than just one vigilante results in an unlovely chaos. What the Anonymous cyber-vigilantes - those meting out "payback" for commercial decisions about Wikileaks - don't seem to realize is that chaos begets reaction, and in this case the victim may be the Internet itself.
Back in August, FTC chair Jon Leibowitz suggested an Internet do-not-track registry, analogous to the telephone do-not-call registry. At the time, I thought it wasn't a good idea for both technical and non-technical reasons. This week, the FTC published an online privacy report recommending the same thing, and Rep. Ed Markey promises to offer a bill next year to mandate do-not-track for children. With all this interest, might it be a good idea now? Maybe.

However, there is a third metric, Reliability, which is often misunderstood or in some cases ignored by companies. Reliability measures availability, accuracy, and delivery of a service within a time threshold. Reliability is difficult to define and measure as it is different for each company and service. To simplify it, you can think of Reliability as how consistent are you in delivering the "service".
