The World Intellectual Property Organization (WIPO) recently issued a detailed press release regarding Uniform Dispute Resolution Policy (UDRP) cases for which it provided arbitration services in 2011 and, once again, the number of WIPO filings was up. According to WIPO: "In 2011, trademark holders filed a record 2,764 cybersquatting cases covering 4,781 domain names with the WIPO Arbitration and Mediation Center (WIPO Center) under procedures based on the Uniform Domain Name Dispute Resolution Policy (UDRP), an increase of 2.5% and 9.4% over the previous highest levels in 2010 and 2009, respectively." Over the course of the last week, ICANN has released several pieces of information that taken together begin to allow us to piece together the overall gTLD landscape. ICANN is releasing partial information, without explanation or context, in dribs and drabs, and rumors are flying that we won't get the "Reveal" until the ICANN meeting in Prague at the end of June. This partial information and delay from ICANN is creating consternation and confusion among the many applicants and those watching the new gTLD scene. more
Like everyone else applying for new gTLDs, the Donuts team thought it would now be poring over a list of applicant names and strings, nodding heads and at times raising eyebrows. The timing didn't work out that way. ICANN did the right thing by closing TAS temporarily in order to understand what it was dealing with. It has been quite a rollercoaster the past couple of weeks with the new gTLD application period ending on April 12th coupled with the suspension of the TLD Application System (TAS) due to a technical glitch. With over 1,200 applicants for new gTLDs confirmed by ICANN in the system, and the possibility of thousands of new gTLD applications to be published on "reveal day" brand owners have been holding their breath on the status of their applications. more
ICANN has just announced that, starting with the June meeting in Prague, the ICANN Board will no longer meet and cast votes on the final day of its three annual public meetings. We think this is an ill-advised step backwards from ICANN's commitment to transparency and the accountability that accompanies it. We also believe that ICANN should have told "the community" it was considering this major change and asked for public comment before making such a decision. more
Today, Friday April 27, ICANN had promised an update on the problems that led to its TLD Registration System (TAS) being taken offline on April 12. As the working day ends in Europe, that update has yet to come. Even if it does, I would not expect anything more concrete than the "we are still working on the issue, thanks for your patience" message of recent days. So what's really going on here? Does anyone at ICANN seriously expect us to believe that the tech team is "still reviewing the TAS data and checking the integrity of each and every application"? more
This month, France Telecom's Lower Indian Ocean Network 2 "LION2" fiber optic cable has been put in service, bringing the total number of cables in East Africa to four. In South Africa it is expecting West Africa Cable System to go live next month. This huge growth in fiber optic cables connecting Africa means that bandwidth costs can go further down but there are many questions for internet service providers, regulators and policy makers... more
