From all across the country, I'm hearing that communities without broadband are tired of waiting for a broadband solution. Local broadband advocates and politicians tell me that folks with little or no broadband are hounding them about when they are going to see a broadband solution. When the UK announced its intention to withdraw from the European Union it was clear to some of us that this would cause complications with .eu and possibly other domain name extensions. Over the past year, it's become clear that the European Commission, who mandate the .eu domain name policy, weren't interested in providing a "soft landing" for impacted registrants of .eu domain names. more

In follow up to its earlier announcement this year regarding the relaxation of rules for the introduction of new Top-Level Domains, the Internet Corporation for Assigned Names and Numbers (ICANN) yesterday released a draft version of the Applicant Guidebook for those interested in applying for a new generic Top-Level Domain (gTLD). Although application comes with a hefty entry fee of close to $200,000, the development of new gTLD introductions will be of particular interest to trademark owners as well as any other company involved with domain names. Among various issues, the guidebook aims at addressing concerns such as who would qualify for '.apple' or '.amazon' gTLDs. more

The newly released handbook applies the practice of international law with respect to electronic warfare. The Tallinn Manual on the International Law Applicable to Cyber Warfare -- named for the Estonian capital where it was compiled -- was created at the behest of the NATO Co-operative Cyber Defence Centre of Excellence, a NATO think tank. It takes current rules on battlefield behaviour, such as the 1868 St Petersburg Declaration and the 1949 Geneva Convention, to the internet, occasionally in unexpected ways. more
ICANN has appointed IID President and CTO Rod Rasmussen to its Security and Stability Advisory Committee (SSAC). An area that Rasmussen's work and recent SSAC reports have both covered in-depth is domain name hijacking. Recent hijackings against UFC.com and Coach.com, and similar past attacks against CheckFree, Comcast and Twitter have heightened awareness about the security dangers with the Internet's infrastructure. more
In a post today, ICANN's CEO, Fadi Chehadé, has announced the creation of a new division within ICANN, called Generic Domains Division, in order "to handle the tremendous increase in scale resulting from the New gTLD Program." Akram Atallah, who is currently the Chief Operating Officer (COO), will become divisional President of the Generic Domains Division that will include gTLD Operations, DNS Industry Engagement, and Online Community Services. more
