Internationalized (non-ascii) domain names (IDN) are a key issue for ICANN. Yesterday, the Board completed two days of workshop presentations about various matters (IANA, security, GAC relationships), and we were briefed on the IDN testing that is planned. I thought it might be useful to make clear the distinction between the tests (which are testing mechanisms for IDNs) and the very difficult policy questions that confront ICANN. ICANN has announced today that it has tentatively agreed to settle a longstanding dispute with VeriSign Inc. The dispute which began in part from SiteFinder, a controversial search service VeriSign created in late 2003 for users who mistype Web addresses. At the December 2004 ICANN meeting in Cape Town, Vint Cerf said this to the Public Forum: "I want to go on record as saying... that I am no longer sure that I have a strong understanding of why I would be motivated to create a new TLD..." Dr. Cerf posed a question that has yet to be answered or even discussed by the DNS stakeholder community. While the technical and business cases for the introduction of new TLDs have been successfully made, what is the philosophical case for adding new TLDs? With much awaited fanfare, .EU is inching ever closer to becoming real! I am a bit reluctant to say it is actually here until the gates are actually open, but I can imagine that there are many who are grateful as I am that the process has gotten as far as it has. The .net Top Level Domain (TLD) contains the names of the main group of DNS root servers as well as the names of the servers for several other large TLDs, such as .com, .org, .arpa and .mil. Most of the focus about the .net redelegation has concerned the quality of the registration systems. But that is a minor matter next to the quality of the name server operation. more
Which domain extensions do people prefer? How do these preferences vary by country? This article reports the results of a poll of domain extension preference by country of residence conducted from May through October, 2003 by Domain Name Journal and the DomainState forum. Approximately 133 people from 34 different countries participated. This poll has limitations that we will discuss, but it does measure the extension preferences of domain registrants and developers in a manner that has not been done elsewhere and it produces some interesting results. more
ICANN's Security and Stability Advisory Committee (SECSAC) recently released some recommendations regarding the DNS infrastructure, specifying among other things, that sub-zone delegation be kept up-to-date. ...The SECSAC report doesn't mention, but I believe is trying to address, is the alarming fact that nearly 10% of the name servers listed in the root zone are lame, either they aren't authoritative for the zones they are supposed to be, or they are unreachable much of the time.

A third lawsuit has been filed late Friday in a federal district court in California against VeriSign, Inc. over its controversial DNS wildcard redirection service known as SiteFinder. It was filed by the longtime Internet litigator Ira Rothken. In addition, while two other lawsuits have been filed by Go Daddy Software, Inc. and Popular Enterprises, LLC. in Arizona and Florida, this is the first lawsuit to seek class-action status. But even if the collateral damage is left out of the picture, the very idea behind SiteFinder is user-unfriendly, and that's the second half of the ALAC's note: SiteFinder is, ultimately, about short-cutting other error handling methods, and redirecting any users that enter non-existing domain names into a web browser to Verisign's own service, for commercial purposes. SiteFinder is designed so it becomes difficult to deploy superior error handling services that would compete with it -- because errors aren't flagged. more
Go Daddy Software, Inc. has filed a lawsuit in Federal District Court in Arizona against VeriSign Inc., seeking a temporary restraining order against VeriSign's new Site Finder service, a paid-advertising page VeriSign has established on the Internet to which the traffic associated with mistyped, and other, domain names will be directed. Go Daddy's lawsuit claims that VeriSign is misusing its position as the .com and .net domain registry to gain an unfair competitive advantage by intercepting (and profiting from) internet traffic resulting from the scores of invalid domain names that are typed into users' browsers on a daily basis. more
The NIS Cooperation Group has released critical guidance for the implementation of Article 28 under the NIS 2 Directive, focusing on registration data accuracy obligations for top-level domain (TLD) registries, registrars, and related services in the EU. more
On December 14, 2022, the European Parliament adopted the Directive on measures for a high common level of cybersecurity across the Union (Directive (EU) 2022/2555) hereinafter referred to as "NIS2"), which was published in the official journal on December 27, 2022. Being a directive, NIS2 requires transposition into national law. According to Art. 41 of NIS2, the transposition into national law must take place by October 17, 2024 and the measures must be applied as of October 18, 2024. more

The .web Independent Review Process (IRP) Panel issued a Final Decision six months ago, in May 2021. Immediately thereafter, the claimant, Afilias Domains No. 3 Limited (now a shell entity known as AltaNovo Domains Limited), filed an application seeking reconsideration of the Final Decision under Rule 33 of the arbitration rules. Rule 33 allows for the clarification of an ambiguous ruling and allows the Panel the opportunity to supplement its decision if it inadvertently failed to consider a claim or defense, but specifically does not permit wholesale reconsideration of a final decision. more
