In 1998, the United States government might have taken a different path in asserting its control over the technical administration of the DNS. It might have asserted full U.S. governmental control, or it might have turned over the functions to an international body such as the International Telecommunications Union. Instead, it created a "private-public partnership", incorporated as a California "nonprofit public benefit corporation", with a charter giving the company a dual mission of quasi-governmental functions combined with responsibility for operational stability of the Internet. more
"If I would have a voting right, I would vote like this" said Janis Karklins, chair of the Government Advisory Committee (GAC) as he empathically raised two arms in the air. He was showing his, and the GAC's, overwhelming support for the ICANN Board unanimously (barring one abstention) passing the resolution that ratified the IDN ccTLD Fast Track process, propelling it toward an imminent release. Many of my friends in the civil-liberties and Internet-law communities have been criticizing the Internet Society's agreement to sell the Public Interest Registry, which administers the .ORG top-level domain. I'm a free-speech guy, so I support their right to raise all these criticisms. But they often ask me directly – knowing that my track record as an Internet civil-libertarian is longer than most – why as a member of the Internet Society (a.k.a. ISOC) board I decided to join the board's unanimous approval of the deal. more

Lost amid the furor about ICANN's rule change that may (or may not) lead to a flood of TLDs is the uncomfortable fact that almost without exception, the new TLDs created since 2000 have been utter failures. Other than perhaps .cat and .mobi, they've missed their estimates of the number of registrations by orders of magnitude, and they haven't gotten mindshare in the target community. Some Top-Level Domain (TLD) applicants have been saying that they're "community" applications, which means that would avoid an auction and prevail over even deep-pocketed competitors. But according to ICANN's Applicant Guidebook, very few if any applications will qualify as a community. If you're an applicant who's been telling your supporters or investors that you're going to win because you're a community, you might want to take a step back. more

It was announced today that VeriSign is proposing to allow telephone numbers and other numeric identifiers in the .NAME top-level domain. Accessing Whois information and acting on a litigious domain name is becoming a nightmare for law enforcement agencies. Law enforcement agencies must have an access to the information provided by registrants in the Whois database and, in specific cases, have authority to act FAST on a domain name. The EU has a solution for this and it's coming in 2020. more
By now anyone who's part of the domain investment or broader ICANN community is aware of the curious saga of the recently launched .XYZ registry. Soon after its young CEO boldly stated, "we hope to reach 1 million .XYZ registrations in the first year and 5 million registrations in the first three years", the registry launched with a remarkable total of nearly 18,000 registrations on its first day, a total that has quickly grown to more than 100,000. On February 16, 2012 ICANN took the new step of suspending the Registrar Alantron's ability to register new names or accept inbound domain transfers. This new compliance tool was used following Alantron's apparently inadequate response to a breach notice issued November 7, 2011. The issue in part concerns Alantron's perpetual problems with Port 43 WHOIS access which is required by the Registrar Accreditation Agreement. more

Bulgaria is a nation which is directly impacted by the current Fast Track automatic disqualification when Top-Level Domain (TLD) strings are "confusingly similar" to other TLDs, in this case an Internationalized Domain Name (IDN) country code Top-Level Domain (ccTLD). Bulgaria has already been declined twice (in late 2009, and in May of 2010) to register the *.?? Cyrillic IDN on the premise that it looks confusingly similar to Brazil's *.br ASCII TLD.
