When ICANN selected Deloitte and IBM to provide technical database administration services for a key part of its new gTLD program, it became quickly clear that the choice was not made on whose proposals scored highest, but rather it was based on which partner presented the least perceived business risk but at a much higher than necessary cost. I know this because I wrote a response to the original RFP and as a result am pretty familiar with what the original specification required. more
On April 12, ICANN closed the TLD Application System (TAS) to ensure security of applicant data. For more than a month, the system outage has cost applicants and others millions of dollars. Here's how to make up for lost time and money. Donuts supported ICANN's decision to close TAS when it realized there was a data security risk. At a critical moment, ICANN made the right choice... My recent post on private auctions for new gTLDs under contention generated many responses from applicants. Here I follow-up with answers to the questions raised... Many, but certainly not all, applicants have a strong motivation to participate in a private auction. This incentive is especially strong for domains for which the community, geographic, and other factors are not compelling. more
On March 31, Swedish regulatory overview office, Post and Telecom Authority published a 54 pages report on revision of the Swedish Top-Level Domain (TLD) law for internet. The report contains proposals for revision of policy and Swedish law regulating top level domains. This is not a surprise. The issue has been simmering for ten years, at least. However, with increasing dependency of information society, public regulators are increasingly inclined to revise public regulation in the area. more
Joly MacFie writes: Last October the NYC Department of Information Technology & Telecommunications (DoITT) issued a request for proposals for "services to obtain, manage, administer, maintain and market the geographic Top Domain name .nyc.". At ICANN's recent 37th meeting in Nairobi, consensus was reached on the "overarching" issue of intellectual property protection. This leaves only the issue of the final (4th) draft of the Applicants Guidebook, expected before the 38th meeting in Brussels in June 2010... more
According to the latest Domain Name Industry Brief from VeriSign, Inc., the fourth quarter of 2011 closed with a base of more than 225 million domain name registrations across all Top-Level Domains (TLDs) -- an increase of 5.9 million domain names, or 2.7 percent over the third quarter. Registrations have grown by more than 20.4 million, or 10 percent, since the fourth quarter of 2010, according to the report. more
Never let it be said that group therapy isn't effective. Prior to hosting a new Top-Level Domain (TLD) workshop for a group of Australian applicants last week, the only therapy I would have advised for new TLD applicants was electroshock therapy - given the confidence-sapping delays and the catastrophic impact of constant changes to the program such as Digital Archery, Name Collisions and GAC Advice. more

Matt Serlin is the former Chair of the ICANN Registrar's Constituency and is currently a member of the Expedited Policy Development Process (EPDP) team on the Temporary Specification for gTLD Registration Data. It has been quite a rollercoaster the past couple of weeks with the new gTLD application period ending on April 12th coupled with the suspension of the TLD Application System (TAS) due to a technical glitch. With over 1,200 applicants for new gTLDs confirmed by ICANN in the system, and the possibility of thousands of new gTLD applications to be published on "reveal day" brand owners have been holding their breath on the status of their applications. more
Although rarely used, the usTLD Rapid Suspension Dispute Policy (usRS) allows a trademark owner to seek the suspension of a domain name in the .us country-code top-level domain (ccTLD). The usRS has many things in common with the Uniform Rapid Suspension System (URS), which applies to domain names in the new generic top-level domains (gTLD). more
